It reflects the notion that "words matter", providing definitions of key operational terms to ensure that Marines speak a common operational language. It describes the role of the Marine component in providing, sustaining, and deploying Marine Corps forces at the operational level of war and how the MAGTF conducts expeditionary operations at the operational and tactical levels.

(3) Develop, in coordination with the Army, Navy, and Air Force, the doctrines, tactics, techniques, and equipment employed by landing forces in amphibious operations. The Marine Corps shall have primary interest in the development of those landing force doctrines, tactics, techniques, and equipment which are of common interest to the Army and the Marine Corps.
