A crooked and corrupt police officer in a small Ontario town torments the local citizens, handing out citations and soliciting bribes. An old man refuses to cooperate with the officer and reports the misbehaviour to the Chief of Police, who suspends the officer for two weeks. During his suspension he breaks into the old man's house and plants illegal drugs, then organizes a raid. However the old man discovers the drugs before the raid. Later he plants them in the officer's car prior to him leaving to play golf in the United States. Border security discover the drugs, the officer is arrested and he starts along a long road of delayed justice, retribution and personal redemption.
