This regulation, Army Regulation AR 420-1 Facilities Engineering Army Facilities Management March 2019, addresses the management of Army facilities. Specifically, it describes the management of public works activities, housing, and other facilities operations and management, military construction program development and execution, master planning, utilities services and energy management, and fire and emergency services. Also, it identifies and synopsizes other regulations that provide detailed facilities management policy.

This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. Also, it applies to tenants on active Army installations, or as noted in each program chapter. This regulation does not apply to installations and activities, or parts thereof, which have been licensed to the District of Columbia or to any state, territory, or commonwealth of the United States for use by the National Guard; single project-owned or leased civil works facilities of the U.S. Army Corps of Engineers; national cemeteries; facilities occupied by Army activities as tenants when support is provided by another government agency. In areas outside the United States, Status of Forces Agreements or other country-to-country agreements may take precedence over this regulation.
