A secret Army base in the Rocky Mountains breeds dogs for paranormal abilities. The dogs must undergo rigorous testing to demonstrate their potential. The dogs who pass the tests live to produce offspring that will potentially be even more powerful. The dogs who fail are euthanized, their brains extracted and transported off-base for further study. In any breeding program, there are winners and there are losers. Bingo was a loser. He was the runt of the litter, clumsy, absent-minded, mindlessly affectionate. He only wanted to play. He failed every test, miserably. But his handler, Ryan Wilson, loved him and rather than see him euthanized, he kidnapped Bingo and fled the base.
