As more and more returning POWs talk about their experiences in Hanoi prisons, "The Cuban Program" becomes a troubling sore spot within the State Department and Congress. In Mexico she again partners with the man seeking revenge for his father's death at the hands of a Cuban interrogator in Hanoi. The journey for revenge continues.
