“Lords of Charm City” takes place in Baltimore, Maryland and is told from the perspective of the key character, Samuel Quinn. Samuel or “Sammy” as he’s better known, is orphaned at a young age and sent to live in a group home. Growing up in an inner city group home and bouncing around from foster house to foster house fractures his innocence and exposes him to some grittier elements of life and forcing him to grown up at an early age. Having grown up bouncing around, Sammy trusts no one and that lack of trust pays off when at his last foster home he’s faced with a situation that he cannot escape from alone. To avoid being used and abused, Sammy enlists the help of a fellow foster kid from the street to help get him out of his situation. But that help comes in the form of enlistment in Baltimore's infamous underworld. After a while and before he knows it, Sammy is caught up in a world of violence, drugs, gambling and corruption. Living everyday looking over your shoulder takes its toll on Sammy and the people he works with. He’s called on to perform every task from bookmaking to murder and crosses a line he can never return from. In the end he finds that those who he forgot about after a while were his real friends and who he thought were his real friends end up to betray him in the ultimate way. Joining forces with his old friends, together they overcome this betrayal and at the same time, manage to resurrect their friendships and crew. Sammy would find out in the end that there’s no place like home and there’s no home like Charm City!
