A group of Navy SEALs are called in to clear a plane of passengers on board a flight with a bomb on it. After a mix up in intelligence, the SEALs are forced to watch helplessly as the real doomed flight takes off and blows up in front of them. Three years later, the leader of brutal nation, known only as The Dictator, vows to make the Western World pay for the bombings in their country recently.

A CIA analyst going over reports from the field figures out what the Dictator's plot is. He wants to bomb a plane at a French airport. These are the same Navy SEALs who were forced to watch the doomed flight three years earlier. The SEALs must race against the clock to rescue the passengers of the plane, and earn their redemption.
