In the year 9995 AG (After Gagarin) the galaxy is ruled by the Galactic Council, which meets on old Earth every five years. Lord Axel, former C-i-C of the Star Fleet, is Second Lord, with ambitions beyond mere Lordship. Axel meets Lalia, an Earth Guardian, when she slaps his face, believing he had pinched her, in the crowded foyer where the new arrivals mingled. As High Lord he can't allow her to get away with this. Axel's cydroids take her to his quarters to prepare her. They are friendly and put Lalia at ease, assuring her she will not be harmed, but they must bathe her to remove contaminants. She is terrified by so much water, the scarcest commodity on Earth, but has no choice. She is hypnotised, her duties implanted.
But while planning is underway for the 10,000 year anniversary, an alien enemy, the deadly H'Jarragh, has waited 95 years, building its depleted forces in secret caverns under the Moon for a final assault. At Perihelion.
