Abigail and Billie are two biracial (black and white) girls from opposite worlds. Abigail is a new transplant to Southfield, Michigan, having just arrived there from Detroit. Billie, who already lives in Southfield, knows the ropes and wants to show Abigail around. The two meet, and quickly realize how similar they are. Both girls come from single-parent homes, and both girls have mothers, who want move for their daughters, and are on welfare. In Detroit, the night before Halloween is known as (Devil's Night. This is because of the record number of fires that were produced in 1984, the year the book takes place.) Their mothers' absence and their biracial identity fuels their imagination. So they decide to go out for Halloween, and the results are mixed. Part tragic, part comedy, the girls learn that they are more like sisters, girls who must look out for themselves in a changing world. A world that is quick to decide their fate for them.
