This short technical note describes a prototype design for a Time Machine described in previous and associated papers by the author. Time Travel is made possible by exploiting the fact that our universe literally blinks off and on at a very high frequency. While the author has used his best efforts in preparing this document, he makes no representations or warranties with respect to the accuracy or completeness of the contents and specifically disclaims any implied warranties or fitness for a particular purpose. Laboratory-scale testing and mockups will be needed prior to testing or deployment of a full-scale manned machine. This information will only be meaningful to those with a background in physics, calculus, engineering or math. This document is more meaningful when read along with “Time Travel: An Approximate Mathematical Solution.” The math is derived by taking Einstein's equation, E=mc^2, and taking the partial derivative with respect to time. You will note that the speed of light is not constant per Dr Daniel Gezari's important paper; "Lunar Laser Ranging Test on the Invariance of C." Each reader must comprehend that our universe literally blinks off and on, more than 1 trillion times every second.
