Rio de Janeiro, Brazil, and Medellin, Colombia, are large urban cities that have struggled with public insecurity caused by illegal armed groups. Both have developed new programs to address areas of violence and parts of the cities that have become marginalized. In Brazil, the State Secretary for Public Security of Rio de Janeiro is implementing the Pacifying Police Unit program. In Colombia, the program is called the Medellin Model and originated out of the mayor's office.
