For the past few years, there has been much debate over the adoption, implementation, and maintenance of comprehensive health and sexuality education programs in public schools. Advocates of school based comprehensive health education programs often use a public health approach to substantiate their position. In this study, I analyze the process by which individuals, community based groups and institutions influenced the development and implementation of health and sexuality education program.
