Africa's biggest problems are greed (corruption), dictatorship, and Western dependency. Until African leaders start making decisions that are good for the country instead of self-interest, until Africans are able to vote and fire their politicians, until Africans start focusing their training on entrepreneurship instead of being employees, we will remain stuck in the past. Look at the fastest growing economies in Africa today are those countries that have some limited corruption, some democracy, and increasing entrepreneurship. The more we depend on the West, the more control they have over us. It is not in their interest for Africans to be prosperous because they need us to be dependent on them. They can always point to us and say to their people "you need to be grateful you are not from those countries..."
