Saint Louis will be justified in vaunting in 1904 the achievements and results of a century of development in the region of which she is the metropolis; but Portland, as the metropolis of the Pacific Northwest, would have been culpably derelict if she had not undertaken an observance of the centennial of the Lewis and Clark expedition that shall emphasize to the nation and to the world the significance of the occupation of the Pacific coast by the American people, and to foster the aspirations of one of the most favored sections on the face of the earth. ...We have, then, a national occasion second only to that of Philadelphia in 1876; and the first great mission of the centennial will be realized when its occasion has been so interpreted and enforced that a hearty and liberal participation in the celebration on the part of the nation has been secured so that our American national consciousness may fully realize what has been 'the course of empire' with us as a nation and what it is almost certain to be in the future.
