The Grand Master Tulip, Leader of the Brotherhood of the Tulip, and two of his trusted followers - Dominic, the mayor's assistant and Gary, the Historian - intend to perform a ritual found in an ancient parchment up on the nearby Hill of Balal.  They plan to resurrect the former owner of The Salt Mill in Saltaire, Titus Junior, and restore his Milner Field home in Bingley.  To succeed, they need a surrogate host.  Back in the 1990s, a drug dealer named Ricky, working for this secret cult, was responsible for creating hundreds of vampires on a local housing estate.  Blood weed and vamp snort turned its users into creatures of the night.  Fast forward to the present day and Grand Master Tulip, together with energy gained from his select group of vampires, workers at a local rock club, starts the ritual, unaware he is being photographed the entire time.
