Bachot, the leader of the Ursa Syndicate, and his second in command Rocher are involved with inter-national crime. They decide to extend their felonious exploits from usury, smuggling, assault, illicit arms, bombing and murder and employ their depraved wisdom to illegally acquiring Erlander Pharmaceutical Company, a world renown legitimate firm located in Sweden. They plan to use the company as a base that would command a layered network of criminals extending into several continents. Ursa is a self-sufficient criminal syndicate on the most wanted list of Interpol criminals. Bachot has reservations about Rocher’s true motives. A Boston detective, Lieutenant Ferracci is on special assignment in Rome working with Interpol. His task is to lead and organize a team of investigators who will trace the criminals and uncover the leaders who have been elusive to the police. Ferracci finds romantic interest in one of the female agents who works dangerously undercover a she spies on suspicious potential leaders of Ursa. The action covers Europe, Middle East, Africa, Asia, Russia, Canada, South America and North America with expert criminologists recruited from their respective world wide areas to ferret out the organized perpetrators. Ferracci’s investigators face an uphill struggle, danger, several disappointments and frustration as they sometimes fall short of their goal and have to start over because of internal treachery. Ursa’s felons have long reaching tentacles whose informants keep Ferracci and his team off balance. Ferracci gets help from an unusual source, Father John Daugherty a former Insurance investigator, and the tables are about to be reversed when a luxury yacht is bombed in Majorica. The assembled Ursa leaders are killed buy one of their own members. Ferracci rescues Nioma Kikura as they both narrowly escape the explosion. Later Bachot is seen at his private retreat sipping brandy when he’s told the only person who can witness his illegal activities is dead. Supposedly safe at last he daydreams about his criminally misappropriated position as Chairman of the Board of Erlander. Interpol is satisfied the Ursa Web is finally destroyed, but Ferracci disagrees still pondering several questions concerning the whereabouts of Bachot who seems to have eluded the law.
