Roy Neely is a sixty-five-year-old widower. He is an ex Air Force Vietnam fighter-bomber pilot, former surveillance trainer in the CIA, and now head of the FBI Behavioral Science section. For the last ten years he had been analyzing terrorist attacks from around the world. Neely and his staff would analyze the data from the terrorist point of view to develop profiles. For many years Neely had been studying the work of psychologists in the technique of "reverse brainwashing". The technique was not fool proof but had a success rate of 50%. At this stage of his career, Neely is thinking of retirement but Eric Holloway convinces him to accept a field assignment to develop a relationship with the terrorists now in the States to uncover their support network.
