Wurlitzer presents the saga of those who stayed behind during World War II and after -- Japanese families taken from their Santa Monica, California homes to Relocation Centers, the service people and volunteers who worked at the camps, their loves and challenges.

It follows the decline of a damaged U.S. Navy sailor as he struggles with the Veterans Administration, as seen through the eyes of the boy who loves him.

It chronicles the lives of the outsiders and freaks who populate the boardwalk midway at Long Beach's Nu-Pike amusement park; acceptance and rejection of different races and lifestyle choices in postwar Southern California, from lost souls to lesbian lovers.

In the end, all the characters gather at the Nu-Pike and confront their loves and their fears as the carousel turns and the Wurlitzer plays.
