This study was written before the new Local Government system was introduced in Pakistan in 2001. It analyzes various components of a City District and proposes how three provincial capitals might be converted into City Districts. The geographical and other features of Quetta, Peshawar and Lahore were studied. (Karachi, the capital of Sindh province, was not covered in the study because it was already an urbanized district.)
Various factors were reviewed to demarcate the boundaries of new Towns (which were to be equivalent to Tehsils in common districts). The headquarters of new Towns were proposed to be in rural or less developed areas to accelerate development of surrounding areas. An important feature of the proposed demarcation was that every Town was to have a mix of urban and rural areas so that there was no imbalance in development.
Every section of this study was written as an independent study.
