Montreal became a fulcrum for a drug distribution ring organized by Charles "Lucky" Luciano after his exile to Sicily. Imprisoned on a 30-year sentence for forced prostitution in 1936, Luciano was paroled specifically to organize mobsters to watch for Nazi saboteurs in the New York City and Atlantic Coast regions. In 1954 Lucky met with two Montreal gangsters at his Naples retreat. Together they planned what became the French Connection. It was a triple headed drug ring with nexuses in New York City, Marseille, France and Montreal. A few years earlier Luciano selected Joseph Bonanno to head one of New York's major crime families. Bonanno dispatched tough Carmine Galante to the Quebec city to organize the criminal rackets there.
