General recommendations will be given on the basis of considered evidence. I also understand the limits of present elaborations, as it seems simple to be negative about a country in transition whose economy doesn't pick up. It is easy to say what is wrong but quite difficult to tackle the question of how to relive the current grim situation. [...]
