管理大師彼得.杜拉克(Peter Drucker)在1954年出版的《彼得‧杜拉克的管理聖經》裡,提出了「目標管理」(MBO, Management byObjectives)的概念,並首度為「目標」這個詞賦予了管理上的意涵。
